There is a tiny pier that ends in a platform right next to the Creole Queen Riverboat. As recently as lat year the gate was not locked - you can go sit above the river and watch the traffic.

Rory: Great museum by Jackson square. The Katrina exhibit - also solemn but uplifting. They also have a mardi gras exhibit upstairs that show history and all the costumes.
